Negative on both suggestions, not all groups have VIP rank as you mentioned and /greset command was removed for a good reason, let it be this way for now.

/greset has returned to the server as requested.
As for the weapons on spawn for VIPs I'll take a look at what was removed and look to readd it along with weapons on spawn for all classes.
