If you want immunity to shocking, then you're essentially asking to remove the freezing/stun animation while cuffed.
"Chance to move or run" Do you really have a chance to escape from a normal LEO once you are cuffed? With the SOC nowadays the moment you are cuffed by a normal cop, you blink and you are in jail, cause the command /ar is short, sure if a cop slips up slightly which rarely happens and you don't instantly get arrested, you're still slow and they can catch up to you in no time. Especially since you can't shock back.
Now as for S.W.A.T. you can't move once you get cuffed sure, but that pours your focus into using /bc more often as well as spamming shock, not to mention as Bombshell said, the extra challange added onto S.W.A.T. that we have to transfer you to the police station and that gives you several opportunitues to escape (hence the compensation of giving S.W.A.T. better cuffs), whether it's from breaking cuffs or getting aided by others, certainly you are more likely to escape from S.W.A.T. especially nowadays with the criminal activity, rather than a lighting SOC from a cop with an instant /ar.
Maybe take away shocking during S.W.A.T. cuffs, since you can already fight with /bc during your transfer, and add it on for normal LEOs instead so you can actually fight back during cuffs instead of instant jail time. Because the only other way I can think of to avoid an /ar is auto /bc
