While the idea isn't bad, the effects of it however can be. Los Santos is our primary city, and it's where most of the robberies take place. If this gets added, a lot of players might decide to go out of Los Santos for their robbing, which again would spread out the wanteds on the server, or at least drag them away from Los Santos. At the moment, players do this when trying to gain score faster because of there not being a lot of players / cops there. I don't feel like it's a good idea to scatter even more players around the map as it would probably result in less action.
