Most of the times when i'm im S.W.A.T. Skin and chasing someone, he stays inside the pointcheck of towing vehicles, and when i go closer to him he tows his Mbike or any vehicle, and when i go to even try to stop him by using /Cuff command, the pointcheck forces me to tow/manage vehicle so the suspect can escape easily. So i'm going to vote positive
