In fact, army is mainly for killing suspects. Army got lot of overpower vehicles and weapons, as an army member I dont feel the sprike would make useful for army. I know that the sprike would bring fun or useful into army, but I think you would be able to use sprike frequently. Because you will only take the m4 shoot on their tires.

Imagine a cop hunter moving from LS to LV, you can just place the spikes on highway, if tires are popped, mechanics cannot repair them as long as the vehicle HP is higher than 500. As you just said, they'll be useful and fun, so yeah, I don't have to explain further.

Oh well, I agree your point. Just make the suggestion change to after a car crossing the sprike, it cannot be repaired by anything, this would be useful, otherwise it wont be useful at all
