People might do it accidentally. A criminal might be entering a vehicle without knowing a cop is nearby, so the cop cannot damage him, because he is entering, but he didn't do that on purpose. Its not that big of a deal either.

I agree with GalaxyGeri.

I believe that this would create a lot of unnecessary reports and I don't think it's too much of an issue. This has never been against the rules and it hasn't been a problem before - I don't see why it is now either.
