That is not a good idea in my opinion.

I have played as a cop many times (UC cop aswell) and SWAT are engaging suspects that were initially chased by cops as often as cops do. Maybe not to the same extent, yes, but they still do. Let's be realistic. It's just that most of those cops are either newbies or future SWAT members so they don't complain. I don't blame SWAT at all though. But it's the truth and there is nothing wrong with it, hence why 'stealing' is and will always be allowed.

Adding a command like this now would be completely unfair. I don't consider anything 'stealing' and I don't really mind if one arrests/kills a suspect I was chasing. Not only the command favors SWAT but it also divides both classes. They are LEOs and they have the same goals; to arrest/kill criminals. They work together.

It shouldn't bother us who gets the kill or arrest unless it happens repeatedly. And that's when you can & should report them to an admin.
Before I got kicked from the team Mason was stealing our suspects all the day, Me and some other members reported him with clear evidence and he wasn't punished.
I suggest to put a rule prevents cops with 500+ score from stealing SWAT/Army suspects.

Whenever someone is reported for stealing/bitching, staff members disregard the report usually due to "insufficient evidence", saying how it is extremely hard to prove this, yet they urge us to report. (Don't see the point really)

This doesn't clearly work, and both sides suffer. I have tried to report stealers in the past, and not once has my evidence been deemed proper. And I don't really know how to prove it, other than constantly recording my game-play, and uploading an hour long video to prove my point? That's not very practical.

I do not support this suggestion, however I do not agree with 'stealing', as it really is a thing, I don't know why someone would say stealing doesn't exist. Newbies are most likely to do it, and that is fine, what could you expect, but there are those who do it out of pure spite, and mischief, and something better should be suggested to fix this problem.

other leos wouldn't be able to un-cuff the suspects which are cuffed by the S.W.A.T team, if somebody attempts to do it it sends an error like other occupations. " This suspect is cuffed by S.W.A.T team " you cannot uncuff him.

I agree it can be very frustrating and in most cases we can't take an action unfortunately since we need solid proofs and definitely more than one. A player stealing a suspect once or twice is definitely not considered bitching, but doing it constantly can be. Most reports we are receiving are players ejecting a cuffed player two times or so. That's not enough really and I am sure you know this.

I just personally don't like using 'stealing' as a word. In fact you help someone, you don't 'steal' their suspect. We don't 'own' a suspect. It sounds like each one of us has different goals. It's not all about score and money.

What I said before is SWAT members should start abiding by this before coming up with suggestions on how to prevent stealing. I have had 'my' suspect 'stolen' many times by many cops, but by many SWAT members aswell. Some SWAT higher-ups also agree this is happening so that's definitely not something I just came up with. It usually happens when the cop has extremely low score/is new to the server. Both sides should stop doing this first instead of complaining. That's when it would be fair.

I am not sure how to prevent this from happening. Making criminals cuffed by SWAT non-arrestable is definitely not a good idea for many reasons. What if a SWAT members dies while the suspect is cuffed and there is a cop nearby for example? Or do we prefer to see the player escaping instead of getting arrested by a cop?

As for having a rule saying cops with more than 500 score won't be allowed to uncuff criminals is still not a good solution. Most cops who engage suspects who were initially chased first by SWAT are low score ones, players who don't really know how to play the game yet, are not aware of all the server rules, cannot speak english properly etc.

Well that's rich coming from you, a person that has jacked S.W.A.T. car to eject people in order to arrest or free them so many times.

The system is bad, I agree, cops do it all the time, and it isn't about the speed of commands you execute as .S.W.AT. officer, anyone with an ounce of brain would notice the drastic difference in the length of simple /ar command, compared to /cuff and /drag. Not to mention the route you have to take to PD to properly have the criminal arrested.

It is how it is, S.W.A.T. by default has to take more time and effort to handle a criminal, compared to Army or Cops. Your suggestion isn't really fixing the issue Deadly, even though I completely understand the frustration, as I've had it and still do when someone is disregarding my effort when it comes to handling a suspect.

I doubt anything will change considerably, so best way to deal with it is to learn to somewhat tolerate it, and of course if it is persistently happening (a player stealing/abusing you and your suspect), a report would be your best option.

I will cast my vote for this as Neutral, but I would like to see other suggestions that could potentially fix this issue, or at least reduce it slightly.
As a server developer, I will give my input on this suggestion. Please do know that this is not my personal opinion, but it is a way this suggestion could be put into action:

We could make it so a player who is cuffed by SWAT can only be arrested by non-SWAT after 3 seconds or so. This would help with the players who constantly follow SWAT and pretype /ar (although doing this is punishable if they stalk you and disrupt your gameplay severely).

We will however not agree to completely removing cops ability to arrest suspects cuffed by SWAT because they are also a part of law enforcement and in various sitituations you'd want them to help you out by arresting.

This is actually a pretty good idea, it'll solve the 'stealing' problem whilst not really limiting anyone.

Not just for SWAT , If it can be scripted like that if a LEO cuffs a player the cuffed player will only be able to get arrested by any other LEO after 3 to 4 seconds then why not.

If it gets scripted for SWAT only , people will continue crying over that they buffed SWAT.

I (as a most active Criminal nowadays) don't find any reason to call 'SWAT buffed' in regards to this.

Maybe just speak out the truth instead of dragging 'buff' in an unnecessary situation? Just say you want this feature to be scriped for Army too because it hurts when you cuff a suspect playing as Army and a cop steals the suspect right away. Since few army soldiers can only arrest as they've got below average shooting skills

This is a common issue, but your suggestion isn't really aiming to fix it. New Police players do not simply know the rules, and this is to be expected.

Best you can do is report for bitching if they do it more than once, and intentionally. Be ready to gather evidence of the player, but first try to talk to the player who is taking the suspects. There is a good chance that he will stop once he is informed it is wrong.

Suggestion denied for now.
