This is actually simple good idea, Civilias should be responsible of their own death if they die while teaming with criminals, Because they know they will be chased if they team up with criminals.

They would find new way to Abuse this system too, Basically Army members should be allowed to DM if civilians team up with Criminals.

As Faraon said I belive best way is to forbind both Law Enforcers and criminals to care civilians with them..
