Lets say we record such players, we forward them to admins, admins spend countless hours investigating the accused player and then they finally place a ban on that specific "user".
....its over? no.
User reboots internet and we have a new account which will result in the whole cycle being repeated, defeats the purpose of having banned users if they're just going to switch accounts which they have been for quite some time now, its pointless to record them.
Range ban on a whole country isn't going to do any good, for obvious reasons.
Bans won't bring back any experience, its 2021, users have moved on to other games which are far more interesting and some bans won't make them interested in samp again.
Targeting specific cafe IPs would be a viable option if we take this suggestion for what it is really intended for instead of dragging entire PH population into this.
If a cafe has been involved in multiple cheating situations, letting their IP remain unbanned is really bad for server's quality, it would be totally justified to range ban those 'specific cafes'.
