The fact that you believe civilians shouldn't live in "terrorist areas" is fucked up. You have no idea what circumstances someone lives in and your making the assumption that its their fault? A bus blowin up is normaly a terrorist attack, so not a war attack. If there is an attack in war you should't not be worried about that single bus. While the red-dot still may be aimin on the rest of the neibeirhood. Living in an country were is not an war going on at that moment, doesnt change the fact people can have knowlege about it.
