The problem with this suggestion is that there is no quality to it whatsoever. Why don't we just adjust the rank requirements for the police ranks to be more appropriate?

I believe that people nowadays get Police Commissioner easily. Why don't we only give Police Commissioner to the top 25 in the arrest score. For example
1. Police Commissioner - All below should be Police Commissioner.


2. Deputy - It should start from 2000 Arrest score.

And so on...

Seems like a waste of time in my opinion. Ranks are already there, and implementing new ones just takes a lot of energy and time, while there is not a big reason to do it. Ranks are just ranks, names, callings, if you don't like them, ignore them. They only have visual characteristic, nothing else, so why bother. If you ask me, I would personally remove them to avoid future situations like this. This is just another situation of wanting to be "better" than others by having a certain rank.

I won't have in-game ranks based on the top 25 list. I can however adjust the rank requirements as I suggested above and this would be very similar to what you suggested, but much more practical and efficient.
