Suggestion has been denied by Developers.
We don't think that's a good idea. It doesn't happen only with SWAT but other LEOs too. Allowing them to rulebreak is definitely not ok. As for adding a slap command that would be pretty overpowered.
There are many ways to get players out of your car, use them.
