Arresting is easy as compare to kidnapping, cops will probably win easily individually so theres no point in trying, maybe change to most cop kills? The proof which would be required: (/gstats)

Change: For the people who're representing criminals. All you have to do is kill instead of kidnap. Kill as many people as you can and you'll win! You don't need to be in any group or anything, just kill people as many times as you can. If you've already posted your statistics don't worry, your kills will be counted from what you've provided.

Suggestion : Army should compete for score instead of activity in my opinion.
