The rule clearly states that, constantly asking/begging for group rights is not allowed. You are not allowed to constantly annoy someone in anyway. If you are accepted in a particular group you can receive the rights, that's not annoying.

As Jobin said, it's as simple as just saying "Hey man I've been accepted, mind if I have my rights?" - then if required they can check your application to ensure that you have been accepted then give you the rights.

You can't play as an army without getting accepted into it as It's a faction, you have to apply for it.
