[Accepted] Regarding to unwanted players teaming with wanted

Having a civilian on a car filled with cophunters is asking for trouble, the names are so damn close to each other that it's nearly impossible to see if there's anyone that's not wanted. Especially if you're not directly next to them.
Taking a civilian during a cophunt is a VERY common way of report hunting, a vast majority of all reports is done privately and isn't known to the public, but trust me, this happens WAY too often.

I fully agree with the problem that you're addressing, it IS a real problem that has been around for quite some time.
However, the solution that you're suggesting is that we allow Army members to basically DM, which is against the Lsrcr server rules, and I doubt that the Seniors will 'allow' us to change our rules in this way.

The suggestion has been brought up to the Senior Administration, I will work with them to find the best possible solution to the problem that we're having.

As said above, the issue is known.
For now, the AHC will experiment with different ways to handle reports made regarding such cases (using a civilian as a shield, etc). We'll see how this goes and if the amount of reports decreases (as most are report hunts), if not, further action MIGHT be taken if deemed necessary. The Seniors have agreed that this is a good first step to take.
This does NOT mean you can all-out shoot cophunters that have civilians! Avoid taking taking unnecessary risks, don't get in trouble to begin with
