Plus one, I totally agree same as Nitro said because it take you a while chasing/grabbing the suspect but after your way is to the checkpoint he break cuff and quit instantly this is probably disappointment and waste of time chasing a suspect.
It should be as when you break the cuffs if you quite under five minutes (or more) you'll have a jail evade but if you quit after the time completes you'll not face jail evade.
There should be another system, not jail evade one if the suspect quite after/during the taze.
