Importance of suggestion: 9/10
Why should it be accepted: Add like a 10 seconds cool-down between each /tune command usage
That way newbies who haven't read server rules, won't be even able to rule-break at the beginning.

Advantages/Disadvantages: It'll end up /tune abuse since 10 seconds are already enough to get someone's car blown and I think it does not have any disadvantages

Its easily reportable and not really needed.
It can also be really annoying if one misses adding something while tuning and wants to tune again but cant cause there is a CD.

Why would we refer to report someone who is probably not aware of the rule while we can easily avoid it's existence at the first place?

Also 10 seconds won't be that annoying, and people will carefully /tune their vehicles if this gets implemented.

What you are offering is not really a solution to /tune abusing. Its still easily doable though.
Example: You as a cop are chasing a criminal, his car hp's below 250, he can /tune and get it back to 300. Pfft, rulebreak. Secondly, it might also give him an opportunity to escape. The thing that would be avoided with this is /tune abuse. For the new players, if they are repeatedly doing it, you can talk to them, if they still continue doing it, you report them.
I am not 100 percent negative on this but the priority is like 1/10 imo.

How could he still abuse /tune command? Yes he can do it only the first time but at the second time, he'd be dead since 10 seconds cool-down is enough time to get his car exploded. Still we stopped him from doing it continually so ye

Actually, this suggestion is good. Sometimes, administrators ( STAFF ) aren't here everytime. They can't see them doing it repeatedly, which is an abuse. I think, 10 seconds cool-down between each /tune isn't that much to me. I support this suggestion.

Isnt it possible to make the vehicle receive damage while the player is using /tune
