Rework the /bribe command

Importance of suggestion: 7/10 the current command is broken, but it's not a huge feature either.
Why should it be accepted: I've noticed a rather annoying issue in game recently, especially with new players. They do not accept /bribe, do not give enough time to offer one, and some don't even read in chat where I say clearly "I'll bribe you!". I literally had a cop tell me "I don't read the chat while dueling lol". That was annoying as one, I was a level 5 wanted which is about as low as you can get and be orange, and two, I never fired a shot and clearly shouted "I'll bribe you!" as a form of surrender... These issue is the police are now so focused on TDM and score they don't care about anything else.
So here is my plan:
1: It was suggested recently to stop awarding score to police for killing suspects. I give this one my full support, even though It wasn't my idea.
2: Make a command to surrender. This would work when a cop is near. You type /surrender and your character automatically does the handsup pose, your health goes blinking (like it does when cuffed) and you are frozen. You are basically handing yourself over to the police willingly, preventing them from killing you for score. They would still get the score for arresting you when you surrender though.
3: Instead of using /bribe to a single cop for a single star that they might not take (or even know exists), it should be done in jail. When you are sent to jail, you can do /bribe and it will charge you $1000 per wanted level to let you out WITH your weapons. If you get sent to Alcatraz, the price doubles to $2000 but with the same rules. This means if you've been on a robbery streak and have a wanted level of 100, you're going to be paying $200,000 dollars to get out with your guns! There goes a nice HALF of your profits. But when you pay that much, not having to run around collecting your guns again and not having to wait 500 seconds in a tiny cell is worth the gaping hole in your bank account. No score should be given for this either. You're not accomplishing shit. However, you could be nice and give them a unique message for doing this such as
Player(id) has 'paid his debt to society' and been released from jail early
Now, I also know the server has jail cards, and this idea could potentially ruin the use. So I had a secondary idea if the staff thinks this could be an issue.
Lower the fee by half ($500 per level in jail, $1000 per level in alca) and still keep your weapons, but instead of an instant release, it cuts your time in half. So 500 seconds becomes 250. Still gotta suffer a bit, but you don't need to go get new guns and everything else. And again, no score given for this. 'debt to society' could be changed to 'has been released for good behavior'.
Jailcards would work similarly to how they do now, but be boosted. Now, using a jail card, you get out instantly, keep your guns, and get a plus 3 score. Why? Well shit instant release, keep my guns, keep my money, and get score seems pretty damn nice! Hell I'd even pay jailcards if I got all that. People would want them more, and the in game prices would go up too. Win win for everyone there.
