Why should it be accepted: /mark id would permanently add a mark over a player for whoever /marked so that I can know who uses blackmarket stuff before I approach so I can just /ar immediately instead of wasting time duelling them to 10 hp when they will /shock /drug /reflect and chainsaw. Getting tired of losing to people with 10 fps who can't even aim but somehow can overpower my decade of hard training by using these new unfair and unbalanced cmds.

Can you elaborate a bit more? What do you mean mark a player, like receive notification of all his criminal activities or mark him on the minimap?

I think he means to say that a specfic marker/dot should be placed on either a player's icon on minimap or along with his name bar above his head if he/she visits Black Market, so a Leo should know that the guy have BM items probably and shouldn't be wasting his time in fighting him instead he should arrest him/her.
I think this isn't a good idea because it will be unfair for the civilians who will get out from the BM after buying a lot of stuff and without any wanted level. This mark will inform the Leo that the civilian has visited the BM and it will make him search the civilians and arrest them.
It should stay as it is right now. You pick your opponent wisely by staying active in the server for a few days and observe which players duel without shocks and which duels with the shock. But even this can sometimes work the opposite.
Literally most of the cop hunters uses Bm items or shock guns so you should make a mind to arrest them if you find it unfair.

This suggestion could trigger cops annoying and stalking criminals if they constantly follow them. Its a bit overpowered as well.
