Why should it be accepted: well if the vehicle still 1000 hp still can do /fixme, it is unlogic lol, just do /fixme under 500 hp or something else.

Seems unnecessary, sometimes you’d want to fix a cosmetic dent only for whatever reason.
What’s the harm in it anyway?

I guess he's saying this because of a /fixme cooldown? Either way, from what I can recall most cosmetic issues even carry a small amount of hp loss. Maybe a middle ground is to have a check that the vehicle hp isn't at its max value? (Saying this to avoid issues with vehicles like Hydra/Patriot/etc. which have their own specific value of max hp).

That is, if you're at 1000hp on a "normal" car but type /fixme you won't waste your cooldown, while still allowing people that want to fix cosmetic issues to be able to do so

I am not quite sure if that's an 'issue', I believe it's fine the way it is now, isn't it? I just don't see any harm in it. We have also added a /fixme cooldown so players don't spam it. Use the command when the vehicle HP is low if you don't want to 'waste' your cooldown. If it's a minor fix then repair shop is the way to go.
