As a police officer, you should focus on arresting orange wanted suspects unless the suspect shoots at you first.

It's fine the way it is, although 500$ is still less of a penalty for this, but it doesn't need to be changed, although you can /pu and wait 3 seconds before opening fire, if the suspect is driving a vehicle, but your job as a cop is to arrest mainly, not kill.

You are fined because you are killing a low wanted suspect (orange) without them firing first. If they shoot at you once then you can kill them. As for those who remain in their vehicles, be sure to /pu them and wait 3 seconds to expire.
