Reworking the /report command

Why should it be accepted: So, I was thinking of reworking the /report command. Currently, when someone executes the cmd, it directly goes to the admin. What I'm suggesting is a 'Reports Regulations' panel after someone executes the command. The panel includes a few regulations and some information and 2 options to choose - Submit and cancel. If you click the submit one > the report is filed, and the cancel option cancels the report you're trying to file.
- It will help players to double check the scenario before reporting> reduce invalid reports
-It will also help the new players on how shall they use the command
Any opinions or corrections are welcomed.

I think this would be far more useful for /adm instead considering its abused way more than /report currently is. Adding a dialog to /report may simply delay an urgent report coming in to admins.

The message shown to players when they use /adm could be as following (just an example)
Spoiler: show
You are about to contact online staff.

If you have a general server question, please use /ask instead where online supporters can assist you.

Misuse of /adm can result in a mute from the use of the feature - please only use it when you require staff attention.

Please continue to contact online staff.

Using it for /adm sounds great. I don't think it would delay the report because all it takes is a second or two to press the submit button. Moreover, we have the mute option for /adm. What I mean is players will get a second chance of double-checking the scenario when such a dialogue appears. They will think of it for a second if they're sure about the reported player doing something forbidden or the reason is valid. And, it will also help the new comers to get to know about the command and what should they do.

Sometimes, it's important to quickly report someone or contact the staff if you're being harassed by a player that renders you completely unable to play (lets say, someone ramming you with airbreak).
I've got a mixed feeling on this, it could slow down a process that benefits from being fast and easy to access, while also preventing the abuse from the, ehm, current playerbase.

I like your suggestion but i would prefer if it was only for the /adm.

I do understand that it may help the staff team by making useless reports less probable to see in chat but i simply cannot ignore that there're also a strong amount of times when the reporter is right about a rulebreak and he try as fast as possible to execute the /report command without losing the rulebreaker, for example when a Leo is chasing a wanted suspect who's riding a Mountain bike and then he suddenly decides to make a Mega jump.this is just one case and there is a lot of similar situations that can happen.

If someone wants to abuse the system, they still will and won't even bother reading the "rules". Everyone knows how the /report function works and when to use it. Same goes for /adm. Very unnecessary and complicated for a simple report. We can punish anyone who misuses with no hesitation.

Unnecessary and unneeded imo, negative.
