Why should it be accepted: It has serious effect on gameplaying. Also needs a editing to meet the needs of roleplay.

As you all know, fist dm and much more isn't against rules. So that means, a play can fist-dm another without valid reasons. My suggestion about that is stricting deathmatching rules so none can waste another ones fun of game. High percent of gamers come and play in that server in order to have fun and getting some space from real life. I really can't understand why some random guy has rights to kill me without any reasons. We all know repeating that behaviour will be punished, but not right in that time? Maybe an official warning will stop the player from acting like that. Probably everyday two or three random guy killing me in that way and since its not punished I can't feel it's okey.
In order to give an example, last day, I was playing as a cop and was duelling with a criminal. My gf asked me to do something and in order to do so i found a cover and talked to her. In just 2 seconds another officer came up and killed me with a nightstick. I was really mad, even created a report post about it after tried talking to guy who wasted my mood. But he's not punished. There's another example, a civilian can fist-dm another and waste his/her whole time and even this may make him/her question the time he/she spent here.
My suggestion about that is, making a change in Deathmatch exceptions 6.3 clause, as "Utilizing melee weapons, excluding chainsaw, you may attack any person for only valid reasons. Vehicles are NOT considered melee weapons for the purposes of this exception. This exception does not allow violating harassment rules (rule 2.1.2). Also people may punch another player by mistake, if so, player must warn him about that. -That can also be added as a new rule in order not to punish newbies.-
For clearence, I'm not blaming the admins. I think it's higher rankings responsibility.
Anyway, that has been a long topic. Thanks for reading, I'll try to read every serious comment about it.
