Suggestion headline: Add multiple alcatraz and lspd jail release spawn points

Importance of suggestion: 6/10
Why should it be accepted: Because a lot times someone is AFK at release point, you get stuck in them and you can't move. /kill may help sometimes but it's not solution, especially when you have hit contract. The worst is when you /escape and find yourself stuck, cop comes and boom - alca.
