Why should it be accepted: Caught suspect must pay fine (whatever it is) to get released from jail. This penalty will increase depending on your wanted level.
Example: I got arrested sentenced for 1000 seconds in jail and I have to pay 6000$ for bail release.

Depending on your wanted level you will have ability pay only bail. So for example I am orange wanted suspect and I got arrested. My jail time is 500 seconds and bail is 2000$ but I will have ability to pay bail which is going to be higher. 500$ * 2.5 = 1250$ + 2000$ and I am out. This will apply only for being low lever wanted (orange). Red's and most wanted suspects will have to stay their time in jail and pay bail for release.

Only if you want to ruin the economy and annoy people. Not to mention this would make jailcards entirely useless...

Isn't spending 5 mins in jail enough punisment? Criminal rate is already way too low and adding this might make it even worse.
However I like the part about paying your way out if you're in LSPD jail (< 10 wanted level) and skipping time. Bail price would increase depending on your wanted level. Some cooldown (5-10 min) would be added so abuses won't happen. This won't effect jailcards since almost no one uses JC when in LSPD jail. You could wait your time or pay bail, meaning it would be optional ability and not a must.
