I left because my time in cafe ended. and when i took screenshot i was going to report him and ask staff if back his money or no

So, I've looked over this in great detail, and neither side seems to be upfront and honest about what happens.

Hygta, why would you offer BloodisBlack money for a vote, and then report him, basically admitting to offering bribes?

BloodisBlack, why would you record proof, and then just not report anything but also change your vote?

So, I think this is what happened: Hygta offered BloodisBlack money to change his vote, Blood took the money but didn't change the vote soon enough for Hygta, who got impatient. I think Bloodisblack only recorded proof in an attempt to save his own ass, and it didn't work here. You were both in the wrong on this, and so I sadly have to punish you both.

Hygta, your application has been denied, and you will be blacklisted for three months for offering bribes for votes.
BloodisBlack, you will receive an official warning, as well as a one week suspension of your rights. A few members of staff said to give you a month, but I felt that was overly harsh.

I suggest both of you never try this again, and don't think you can deceive me with such attempts. Unlike server staff, I have no life and will gladly spend hours going over the finest details to pin you to wall when needed.
