When did the bug appear: after uncuff update was implemented
Describe the bug: 4 seconds cooldown on uncuffing the player which seems to be a bug since /ar id could be typed within a 0.5 milisecond timer.

Steps to reproduce: /uncuff a suspect

The uncuff cooldown was mainly implemented to defeat other cops uncuffing the criminal, not arresting criminals quickly. If you think this is a problem, you might as well make a suggestion about it.
