I'm questioning why this matters? While yes, Pagati does many things besides hits (deliveries, roleplay, and so on) there's no point to this. A better suggestion would making rules about when we are and are not taking hits. For example, if I'm not taking hits, players really shouldn't just open fire on me because I'm not a threat. Likewise players should know not to come arrest/kill us when it's stupidly obvious we are roleplaying. But a whole new role? That's a bit out there.

or, to be more specific...

Certain players have found it to be financially beneficial to rob stores to be hit (or in some cases 2-4 players all place invalid hits on each other) so they can go hunt down hitmen and pagati members. You'll see them on their own or in groups, and they will chase hitmen/pagati across the map forever and waste thousands of bullets until they kill said hitman/pagati and then rob them. It's become a true probably lately as I'll go to LSPD to do a roleplay and have some prick with a hit show up, gun me down mid-roleplay and steal every penny off me. They also do this when I am doing airdrops. I once racked up nearly 100k doing airdrops, a certain cafe loser got a hit, then came and blew up my car, killed me, and stole 99k+ (I kept a whole 328, whooo!) and so far despite numerous complaints, few staff see this to be an issue and have ignored my pleas to make a series of rules on the matter. So far, this is the best official ruling for staff, and it's about invalid hits.

There's a difference between coming across a hitman and purposefully hunting them.

With a hitman yeah, I get that. With Pagati, I'd wait to see if they open fire or something. We could easily just be moving through. But as we've said, people have been hunting us down like we're a target, not the other way around.

I do agree that engaging on pagatis/hitmans before they do is fair imo, because I've been in many situations where I had a hit and they stood near me waiting for the perfect moment to 4 shot sawn-off me and get the kill.
