Suggestion headline: Add a new option [Disable quotes]

Why should it be accepted: some forum users doesn't want others to quote their words, templates etc, so it'd be better to add this opition, I personally wanna explain it with an easy way, as a staff member or even a tester, I have to post the testing/accepting/denying templates and there will be an access to everyone in copying them which isn't cool.
