My uncle is currently in prison on murder charges. I'm sure my grandmother (his mom) loves him very much, and would love to see him come home. Should the world just start unjailing murderers because they're sorry and their mama misses them?

Then by your own admittance, staff should not unban a habitual hacker because he is sorry and his friends miss him.
