Thank you for using the correct template this time but without any proofs we can't really do much here and from what you have said here, I do not see any rule breaking here unless he committed more than (3) hostile actions toward you within 10 minutes period if you did not retaliate with an attack or a hostile action in return but as I mentioned, no action will be taken without proofs.
