No rule was broken. The way I see this situation is: you were fighting 1v1, another criminal came and you were outnumbered 1v2. Grizzly happened to be around and helped you duel them 2v2. Focusing one guy is always an advantage since you receive less damage over time. So, even if you wanted to report him for bitching (stealing), which is a server-related issue, you'd need a lot more videos to prove it happens repeatedly, and even then I'd consider the video you provided as "no rules broken".
