Describe the bug: /bribe removes only 1 wanted level.

Steps to reproduce: /bribe a red suspect and he'll remain being wanted.

I've changed it so when a bribe is accepted, the user's wanted level will be set to 3 (yellow). Thanks for reporting this issue!
