When did the bug appear: long time ago
Describe the bug: Disabling commands in event does not disable /tune and /roll.
Frequency: always
Severity: minor
Steps to reproduce: create event, disable commands, /roll 1, spawn sultan -> /tune
/roll only causes spamming and /tune gives only gives unfair advantage (self installing nitro & hydraulics) and causes bugs (once i was frozen, did /tune and could move after)

Both commands will be disabled & only usable when commands are enabled in an event. Should've been disabled a long time ago.
