Suggestion(s): Renewing the in-game rules [ RPG & Vehicles ] against innocents / minor wanted players
Why would it be useful: To avoid unnecessary reports and warnings.
Additional comments: New anti-dm system works perfectly against such cases and removes any damage done by army to innocents and minor wanted players.

I’d be greatly supporting this, there’s little reason not to as the new anti-DM system catches any issues.
Maybe rewording the rules to specify that “damaging a non-wanted” might be the best solution.

Indeed, the anti-DM system effectively safeguards civilians when they are on foot. However, in situations where a civilian is in a vehicle with criminals and the vehicle is destroyed, the civilian may unfortunately also be harmed. Nevertheless, these rules are essential for maintaining vehicle balance and order. Incidents involving civilians have become increasingly rare, and AHC has previously announced a different approach to handling such reports. I would also like to emphasize that firing explosives at law enforcement, medics, taxis, individuals with yellow wanted levels, or anyone who is not a wanted suspect is equivalent to attacking a civilian, which is strictly prohibited.
