Why should it be accepted: As we strive for CNR gameplay, I've found an issue that keeps coming up... cops who STILL kill on sight. I've made way too much money then lost it all because a cop thinks it's ok to gun me down just because wanted, even when I use /handsup and say "I surrender". They still gun you down so you lose everything, and it's a rather severe annoyance. As such, I suggest a command that freezes you for a short time (30 seconds or so) and makes you IMMUNE to damage so cops have to arrest you and cant kill you for their own TDM entertainment.

+1, or we can make it so that the cop who kills a player who surrendered gets punished (jail or disarmed).

This has already been added and is live in-game. Any LEO is able to /su you and you have 5 seconds to press Y to surrender. If they still decide to kill you they get fined $2000. However there is currently a bug, it fines the wrong player. Will be fixed as soon as possible.

Would this include Army? What about when it's a false surrender?

If the criminal decides to take his hands down, you will be able to kill him without getting fined.
