Where does the bug appear: server

The way it currently works, it checks if you are in the same vehicle as the driver and allows you to sell to them.

From the video, you were selling to someone stood on the roof - I've increased the distance from 10 to 12, hopefully someone can test this on the beta server at some point soon & let me know if it's fixed.

Yes, both players have to either in car or out of car for /sell weapons to work. I assume it works the same for rest of /sell commands

1+ to what Faraon said I had this problem for the past 2 months I thought it just might have my PC or internet

Fixed in next version. The sell command, along with communication commands (/w, /b, /me etc.) should now also check if the player you are selling to is the driver of the car you are surfing on. Same idea goes for if you both are surfing on a vehicle.

Now, there are alot of other range-based commands that do not check for this. I am planning to only add this to commands that are frequently used on car scenarios. So a command like /giveduelcard will be ignored. If you come across a command similar to the behaviour of the /sell command that you and others use frequently with the same problem, do not hesitate to create a bug report for it.
