Suicide command bug

Where does the bug appear: Server
When did the bug appear: Today
Describe the bug: I just encountered this game changing bug that for some reason allows players to command suicide in combat. Please make a rapid change because this is an abuse as well as unrighteous and time wasting to players who were possibly to claim a player kill.
Frequency: Always
Severity: Very major
Steps to reproduce: Steps to reproduce would be making a change where no one is able to command suicide while in combat, until player is out of combat for at least 30 seconds (not being player damaged for 30 seconds). Thank you very much.

The /kill command is designed so that players can use it whenever they need or want to - there are a number of conditions that are checked before it successfully executes.

For example;
- Does the player have a hit contract?
- Is the player in jail?
- Is the player cuffed?
- Is the player kidnapped?
- Is the player in the train?

The player met none of these conditions, therefore was allowed to use the command.
Scummy, I guess you could argue that it was. It's not a bug though!
