I didn't see before, i tought hunter minigun can be used to shoot someone who is on the ground. and after I look again only sparrow can be used when someone is on the ground after using the su. I wasn't careful to reread it, I read it more or less like this. You may use the Sparrow/hunters against the most wanted suspects who are on ground after using the /su and waiting 5 seconds for timer to expire. This rule doesn't apply when they are teaming with another highly wanted suspects or medium wanted suspects.
