Suggestion headline: Add an upgrade to increase the limit of percentage when we refilling supplies for both Legal and illegal supplies.

Why should it be accepted: I think it would be make sense if we have this added since we can upgrade the limit of the supply capacity of a specific shop ,plus I'd like to spend more money to save up my time to complete refilling my shops as soon as possible. I assume it's now like randomly between 15% to 25% max each time we deliver, so I suggest maybe we can upgrade it to randomly between 25% - 35% after we fully upgrade it.

It's between 4% and 16% legal and 8% to 23% legal based on what I've seen, and yeah, given I need 140%... that's 18 runs if I get 8% every single time, for three shops... that's roughly 54 total runs. And while obviously that's very unlikely to happen, the fact it can take a maximum of 54 runs to fully refill three shops is absurd, especially when that's the "fast" version that gets us a wanted level.
