Crimson - Command Abuse

Anything else: I am reporting Crimson for violating Rule 2.3.2.2 (command abuse). During a chase where I was attempting to take a hit contract placed on him, he misused the /cuff command for 8 times as shown in the clip, to prevent me from continuing the pursuit.
This behavior falls directly under Rule 2.3.2.2, which states:
"You or your account(s) shall not intentionally or unintentionally do any of the following actions: Utilizing the /cuff command as a weapon against an unwanted or innocent hitman. This rule does not restrict the use of /cuff to conduct one (1) search or /rp within a reasonable period of time. The unwanted or innocent hitman must be given reasonable opportunity to retreat after being uncuffed."
In this situation, the /cuff command was clearly used repeatedly as a tool to hinder and stall me rather than for a single search or legitimate roleplay, and I was not given a reasonable opportunity to retreat after being uncuffed.
