Describe the bug: Various house IDs impossible to get to when working as Bistro

Severity: Blocker
Steps to reproduce: When working as Bistro, the following house IDs sometimes appear as a location but are unreachable

IDs: 262, 472, 811, 938, 1129, 1199, 1732, 1699, 1076, 99,3 841, 812, 1961,

Thanks Karu, I've added them as exclusions in the database - this will come into play when 11.4.0 drops.
