i went to east beach waiting for sus coming from bank , randy was there so i search him for the first time , after that the sus arrived , i cuffed him again cuz he attempted to get wanted and help them to kill me
i didnt mean to abuse like he said

You are NOT allowed to stop him from gaining a wanted level. As for cuffing him in the evidence, that is against the rules unless he continues to perform hostile actions against you. As per the rule below:

Abuse commands. Rule 3.2.1 wrote:

Misuse of the /cuff command. This includes, but is not limited to;
Repeated cuffing of innocents or unwanted players who do not show hostility, following a /search.

Your statement and the evidence provided do not match. He has no wanted level at all. Kindly be careful in the future before using your command, and make sure you understand the rules. If anything is unclear, feel free to ask any staff member. I will let this one go as well since you have no recent punishments.
