You aren't allowed to ask for jail cards. Wait if somebody wants to sell jail cards in "offer" section, then you can bid there.

Server Rules wrote:You may not ask other player to sell you donation points or jail cards. However, if you are in possession of one or more donation points or jailcards, you are allowed to offer and sell the donation points or jail cards to other players.
