Suggestion: Edit rule #15 to: Avoid stealing suspects from Army members.
Reason: SWAT members get punished for stealing from Army only if they do it constantly and on purpose. You won't get punished for stealing 1 or 2 times. "Avoid stealing" gives a better insight in the nature of the rule. You should simply avoid stealing as much as you can but nothing will happen if you steal once or twice...
Rule #15
You cannot steal suspects from Army members.

I agree with you.

I've been accused and threatened on several occasions for stealing, even though it didn't happen like they said it. This rule is annoying and people constantly use it to prevent players from attacking criminals.

Stealing isn't defined anywhere which causes it to create a lot of confusion. Some players define it as arresting a cuffed suspect, while other people define it as chasing someone they already "own" according to them. This should also be defined in my opinion.
