I was thinking every rank but COM.

But WO+ ranks don't get the extra promotion, since they're promoted base on performance.

Actually I agree, everyrank can be SMOTM and yeah WO is up to HWO.

Actually, i like the idea, 'Everyone on the team deserves a chance to participate', even without a Promotion reward.
Will show more friendly game-play experience for the newcomers.

This has been already edited I believe.
