A use for the /su command + an edit for it.

Suggestion: You must use the /su command before you use the SWAT bomb on a suspect who's in a car unless he shoots you. If he shoots you before/while you /su him you don't need to wait 5 seconds or /su at all and you may use the bomb on him instantly.
Reason: I think something should be done to create a use for the /su command as it's pointless. Even though I myself am the one who wanted to take the rules out due to the new cop-hunting system I think something should be done to make it a bit balanced because right now we can simply run like terrorists and blow people up when they haven't even opened fire yet.

In-Game Name: [Lsrcr]Nitro
Suggestion: When a SWAT member uses the /su command it would say in the SWAT chat something like this:
"SWATMemberA has asked CriminalB to surrender within 5 seconds"
"CriminalB has failed to surrender within 5 seconds and you may open fire."
while a suspect is asked to surrender another SWAT member cannot /su and after 5 seconds there would be a 1 minute timer until you can /su the same suspect again. If you try to /su the suspect after he has already been asked to surrender it will type something like this:
"CriminalC has been asked to surrender recently, therefore you cannot ask him to surrender again."
Reason: Just because something like this should have been done a long time ago with this command in my opinion. It will make stuff much more clear for everyone if the 1st suggestion gets accepted.

1) I won't bother adding a new rule such like that. For 5 seconds, a car can across from the idlewood to the PD. We'll just make bomb useless then.

2) OK.

1) Will lead to report hunt/be annoying.

EDIT - Removed a line.

Wait for number two it already comes up on our screen saying we have to wait 5 secpnds, on their screen it says you have 5 seconds to surrender for everyone in the vehicle so why do you need it on chat?

So this situation won't happen:
SWATMemberA used /su
SWATMemberB didn't know SWATMemberA used /su so he also uses /su
And so on and on, meanwhile on the criminal's screen:
"You have been asked to surrender" god knows how many times, the suggestion is there to make it easier to cooperate with the /su cmd for everyone in skin. It won't say it in the main chat FYI, just in the SWAT chat.

It's actually useful in a roleplay-ish kinda way, you just ask him to /su(render) before you blow him up.
