Can we shoot medium wanteds (orange) when they are with high wanteds (red, dark red) but (orange) is on the top of the vehicle ?
or they must be passengers or drivers ?

No you can't, the orange suspect has to be seated inside the vehicle and /su the driver(doesn't matter orange/red/dark red) before engaging.
