Question: if there's a driver in the vehicle, can i drag him if the suspect is far away from the vehicle, can he then wait for me or does he have to take him to the jail immediately?

Rephrase your question, I could not understand.

Answer (I am like 100 hundred percent sure that I did not understand): Unwritten rule - Driver always drags (there can be exceptions but make them rare). Once he dragged a guy, the rule states that he must immediately drive him to the Police Checkpoint, so he must not wait for you (unless you're close) or he must not chase another suspect after he or you /dragged a suspect.
If you want to deal with 2 suspects, easily /cuff 1 suspect (don't drag), kill or let cops to arrest another suspect and then /drag him.

I'll leave this open if I did not understand you question.

Don't do it. And no, he should not wait you.
