Applications on-hold limits - Not approved

Suggestion: Add a limit for how long and how many times an application can be on-hold. (e.g.: can be on-hold for 1 working week and only once.) Once they pass their limit, they should get auto-denied as usual. + Add this to FAQ.
Explanation: It will make sure an applicant has high activity and interest in SWAT.
Reason:
- It will encourage them to stay active and join the team. After, they can go inactive with an inactivity status.
- It will make sure their skills are at their highest, allowing them to do the test well.
